He should have mentioned, however, that Crimea has for centuries been supplied direct from Russia via the Sea of Azov and this has (at various times) included fresh water supplies in cargo vessels protected in maritime law in the humanitarian staples category. From the 1990s Russia never quite trusted Ukraine to maintain the fresh water canal from south Kherson oblast.
More recently Russia has used shallow draft desalination medium sized vessels to supply ports in its 'land bridge' along the Ukrainian coast (notably in Mariupol during the summer) and these small ships (some made of composites) could supply Crimea.
The oldest and largest desalination sea craft is nuclear powered and is not allowed under prior agreements to dock in the Ukrainian ports. To Russia — and the supervisors of the 2014 referendum — Crimea is Russian. Where this is disputed it should be underlined that Sevastopol is also covered by a lease to Russian ships in international and maritime law. Ukrainian vessels also have portage rights under the same treaties and laws.
