I'll go with number 2. Putin screwed everything up because of his "special military operation" in Ukraine. He's been in power for 2 decades (supported by oligarchs), and the Russian people are lived in torture under his hands.

You fundamentally misunderstand that a leader needs to be "popular". Instead, people look to be ruled and look for someone who seems capable of ruling (including the ability to lie or backstab his opponents). Being "liked" has nothing to do with it.
