Look Russia announced that Europe by it's actions, NATO by it's expansion and Washington by it's voiced aim to break up Russia, would be increasing the size of it's armed forces. It's intention not only to increase manpower but also air and navel expansion.
Russia doesn't need any extra manpower for the Ukrainian conflict.
The word now coming from Washington is the fear that any ukrainian offensive will be a damp squib. With lack of manpower and logistics being part of the problem.
